Snowflake Multi-Source Health Data Integration and Consolidation for State Public Health Network

The Situation

A state government health shared services organization was running approximately 100 data pipelines across legacy on-premise platforms and disparate clinical and operational source systems with no unified data layer. The organization needed to consolidate reporting infrastructure across WebPAS (patient administration), Oracle systems, Workday (HR and finance), and external health data sources into a single Snowflake environment. Key challenges included no unified health data model across multiple source systems; scheduled and real-time ingestion requiring both Matillion and Oracle GoldenGate for different data types; no modern orchestration or governance framework; escalating costs and architectural debt in legacy infrastructure; and a need to support both scheduled reporting and near real-time operational analytics from the same platform.

What We Did

Conducted a multi-phase data architecture assessment across the full health system, documenting ingestion patterns, data ownership, governance requirements, and integration complexity

  • Architected a unified Snowflake data platform supporting both scheduled batch ingestion via Matillion and near real-time change data capture via Oracle GoldenGate from heterogeneous source systems
  • Designed and implemented a medallion architecture (bronze, silver, gold layers) separating raw ingest, transformed data, and analytics-ready consumption layers
  • Built comprehensive data models consolidating patient administration data, operational systems data, HR and finance data, and external health sources into a unified, queryable structure in Snowflake
  • Conducted a proof of concept on Informatica as a consolidation candidate to replace both Matillion and GoldenGate, evaluating its ability to reduce tool sprawl and licensing complexity
  • Managed the engagement through the platform architecture phase, implementation, production stabilization, and knowledge transfer to the internal business-as-usual team
