Real-Time Clinical Operations on Snowflake for State Health System

The Situation

A state government health shared services organization serving 50,000 to 70,000 health workers across multiple hospital networks, health service providers, and regional facilities spanning nearly 1 million square miles needed to replace legacy reporting infrastructure with a modern, real-time analytics platform. Data was fragmented across WebPAS patient administration systems, operational systems, and external health datasets. Key challenges included no real-time visibility into emergency department operations or bed occupancy; legacy reporting infrastructure unable to scale with growing data volumes; no unified governance framework across multiple health service providers with different access requirements; and operational pressures around ambulance ramping and bed management requiring faster, more reliable data access.

What We Did

Conducted a COVID-era Snowflake proof of concept, rapidly standing up a trial environment to validate the platform against WebPAS patient administration data and Snowflake data marketplace health statistics

  • Delivered a Snowflake Rapid Start as the foundation for a multi-year, multi-team enterprise data platform program
  • Architected and implemented a real-time data ingestion layer using Matillion, connecting clinical source systems and external health datasets into Snowflake with near real-time accuracy (99.6 to 99.7 percent)
  • Designed and implemented a role-based access control (RBAC) governance framework enabling concurrent multi-department access across distinct health service providers without data access conflicts
  • Built clinical data models supporting emergency department operations, bed management, patient flow routing, and ambulance ramping analytics
  • Deployed WebPAS-derived data models for production use, supporting near real-time patient administration visibility
  • Managed a sustained relationship across six years, two procurement models, and multiple competitive tender cycles within a government environment

Results

Near real-time clinical visibility achieved across emergency departments, bed occupancy, and patient routing, enabling real-time operational decisions at the central operations command
