Enterprise Data Platform and AI-Powered Document Search for State Government Transport Authority

The Situation

A major state government transport authority had a board-endorsed data strategy but no capability to execute it. Data was fragmented across on-premise systems, manual processes were creating single points of failure, and the organization had no cloud platform, no data governance framework, and no AI foundation. Specific operational problems included:

  • Track condition survey processing taking hours of manual work per analyst per week
  • Weekly CCTV availability reporting requiring multi-person, multi-step manual exports and email chains
  • Thousands of engineering drawings held in a document system with no way to search their content
  • Operational train data with no real-time visibility and incomplete historical records
  • A traditional waterfall delivery culture with no Agile capability

What We Did

Won a formal government competitive tender following a Proof of Value phase testing the platform against six real use cases

  • Built the full enterprise data platform foundation including security hardening, role-based access controls, and architecture review board endorsement
  • Introduced and ran Agile/Scrum delivery from scratch within the client's environment, including all sprint ceremonies for the first six to seven months
  • Delivered seven use cases in Year 1, including automated track condition survey processing using event-driven pipelines and Snowpark Python; full CCTV availability reporting automation across approximately 10,000 cameras; real-time operational train data capture with historical recovery back to 2011; and a natural language AI search engine for all engineering drawings using Snowflake Cortex Document Intelligence, Cortex Search, Cortex Analyst, and Cortex Agents
  • Successfully navigated the WA Government AI Assurance Framework, becoming one of the first Snowflake Intelligence deployments approved in a WA government production environment
  • Built reusable Snowflake-native engineering frameworks available across all InterWorks Snowflake accounts
  • Coached and upskilled client data engineers throughout delivery as a deliberate programme output

Results

  • 5+ hours per week returned to each analyst in the track condition monitoring team
  • Survey processing time reduced from hours to 2-5 minutes
  • Weekly CCTV reporting fully automated, eliminating a multi-person manual process
  • Full operational train history recovered to 2011 with real-time data capture now active
  • AI-powered natural language search over engineering drawings live in production
  • Seven use cases delivered in Year 1, with nine or more additional workstreams in development across the organization
  • Demand for platform access is now coming organically from business units across the authority
